Bitcoin doesn’t have any hierarchical structure or singular regulatory body to oversee everything. While implementing new ideas to Bitcoin, it mainly follows an agreed-upon structure. The first Bitcoin Improvement Proposal was issued back in 2011 that included setting up BIP format by itself. It has taken huge inspiration from how proposals for changes are imposed within the Python language.
All the BIP proposals are readily available on GitHub, making them easily accessible to the public. It is further categorized into Standard Track, Informational, and Process that discusses the various dynamics of the Bitcoin Improvement Proposal. Although when it comes to making changes to the user interface, no BIP is required whatsoever.
